This paper is a preliminary report on the clinical observations of a group of 56 Southeast Asian refugee patients who have resettled in Ontario, Canada and who have been referred to the author during the past three years (1978-1981). Depression and anxiety with a high prevalence of somatization were the most common problems. The refugees adaptational difficulties are reviewed and the cultural aspects of somatization are discussed. Cultural factors must be a critical variable in the process of designing a therapeutic and preventive approach for work with the Southeast Asian refugees. The focus of the therapeutic intervention should be directed at two broad objectives: (1) to resolve problems due to losses and (2) to ease the impact of culture shock and adjustment difficulties.

The plight of refugees has been well documented. Their ned for food, shelter and protection is widely recognized. Concern for refugees'mental health, however. has too long been neglected.

This manual-intended for those who work with refugees and other displaced persons or who aim to assist them- looks at the mental health problems that are all too common in persons who have fled their homes and countries. War and natural disasters cause stress, terro, loss and bereavement. These may in turn be compoundes by the effects of torture or rape.

The manual describes the mental health impact of these and other traumatic experiences. It gives practical advice on how to help refugees and other displaced persons through comseilling, selfhelp groups, modern drugs and traditional medecine. There is a special section on the mental health of refugee children.

The rfugee experience begins with fear and often progresses, amid all kinds of physical hardship and difficulty, to a state of hopelessness and despair. This manual cannot change the situation in which refugees find themselves. Rather, its aim is to strengthen refugees'own capacity to face up to, and perhaps even overcome, the desperate situation they are in.

Cristian Ghitescu came to Canada as a stowaway; he says he faces imprisonment for speaking out against the Romanian government. Filmmaker Garry Beitel accompanies all three as they adapt to a new country, find a place within their respective communities, and deal with lawyers and officials. In an unprecedented move, the Refugee Board allows cameras into the all-important hearings which determine the status of claimants.

As we follow Ttiana, Marnush and Cristian, we become increasingly sympathetic, but we also begin to question the certainty of their claims. Who is telling the truth? Who is really a refugee? And how do we decide?
