2011 Clean and Drinking Water Projects Heading to Final Stage of Approval
Comments on proposed Intended Use Plan's for the 2011 Clean and Drinking Water Programs are now being finalized, paving the way for approval sometime in the coming weeks. The Clean and Drinking Water programs had received a sizable boost of over 100 million from the stimulus program and are now returning to sustainable projections for the coming years. In the attached reports released this week by Minnesota's Public Facilities Authority, the 2010 programs accomplished some 146 projects totaling nearly $400 million. This is the highest level of projects in the history of the program. While the numbers have been high, the weak economy and low bids have kept profitability soft. The approved numbers for 2011 will be over 300 projects for a total of nearly $600 million. The reality of these numbers is that communities despite having the green light to proceed, they will sit on these projects until financial times improve and certainty over state spending levels out. The predicted numbers for 2011 will be more realistically around $300 million in projects. This is a decrease from overall accomplished project numbers from last year, but given the change in governorship this coming year, there could be more interest in a state bonding measure that could push communities to proceed on these projects yet this year.
MUCA will continue its work to press for more federal support as well as less set asides in programs like "green projects" that are forcing monies intended for core clean and drinking water projects to be funneled to micro projects that have less impact on the economy. How much more "green" can you get than clean and drinking water projects??? MUCA is involved with the efforts to set up a forum with the State's three Governor candidates later this month and this forum would provide a great event to find out what each candidate has in mind to stimulate the economy and how they view construction in their plans.
