REPORT OF THE INTERNATIONAL WORKSHOP FOR CIS COUNTRIES ON THE USE OF STANDARDS FOR FRESH FRUIT AND VEGETABLES AND DRY PRODUCE IN TECHNICAL REGULATIONS AND THE APPLICATION OF STANDARDS IN INTERNATIONAL TRADE


Chisinau, Republic of Moldova, 10-14 October 2011


Introduction


1. The Chisinau workshop for CIS countries was a follow-up event to those held in Osh, Kyrgyzstan, in July 2009 and in Anapa, Russian Federation, in September 2010 and in Khujand, Tajikistan, in September 2011. About 40 participants, including fresh and dried fruit producers from Moldova took part in the workshop. Also attending the event were experts from Armenia, Georgia, Belarus and the Russian Federation. The workshop was organized jointly by UNECE and the National Institute for Standardization and Metrology of the Republic of Moldova.


2. The participants in the workshop exchanged their experiences on the basis of presentations given by experts from Armenia, Belarus, Georgia, Germany, France, Moldova, the Russian Federation and the UNECE secretariat. The following products were considered at the practical sessions: plums, table grapes, apples, prunes, early and ware potatoes and walnuts. The participants visited “Monicol LTD”, an enterprise producing fresh and dried fruit; vineyards and wine producing facilities of “Migdal-P”; and the laboratory of the Centre for quality control of alcoholic beverages.


3. The promotional and capacity-building activities carried out by UNECE over the past three years raised the profile of the commercial quality standard in a number of CIS countries. The Russian Federation adopted 25 national standards, all based on the UNECE ones, in 2008-2011. Another 14 are planned for adoption in 2012. Five standards (for onions, kiwi, aubergines, artichokes and zucchini) have become common for the countries of the Customs Union (Belarus, Kazakhstan and the Russian Federation). However, the technical infrastructure, including the establishment of official inspection services, necessary for the enforcement of standards needs to be developed.


4. Big retail groups, like METRO and X5 Retail Group, operating on the Russian and CIS markets use UNECE standards and OECD explanatory brochures as references in trade contracts as well as for inspection. Drawing on the UNECE and OECD material they create so-called “product profiles”, including hand-held posters with pictures of allowed and non-allowed defects that are used during inspection of lots.


5. Associations of small producers also use UNECE standards. The National Agency for Rural Development of Moldova has translated UNECE standards into Romanian and is promoting them among thousands of individual farmers who pay more attention to quantities than to quality of what they produce. Training in the application of standards needs to be supplemented with training in how to produce quality products, properly store and pack them.


6. The participants stressed the importance of the work on explanatory material. UNECE and OECD were asked to find ways of making OECD explanatory brochures available in Russian, at least in electronic format. Traders would also like to see more standards for exotic fruits.


7. The delegations asked UNECE to continue training and capacity-building activities in CIS countries. The delegation of the Russian Federation suggested that a workshop be held in Moscow, the biggest fresh fruit and vegetables market in the CIS region, for inspection services, retail groups and suppliers from Europe and other regions. Such a workshop could boost the practical application of quality standards in the CIS region and promote their harmonized application.


8. The presentations given at the workshop, in English and Russian, are available on the UNECE website. The programme of the workshop and the list of participants are contained in annexes I and II.

3. Do you have a legal basis for the implementation of commercial quality standards? Do you need to set it up or improve it?


4. Do you have an inspection service to enforce the practical application of commercial quality standards? What do you intend to do to establish such a service?


5. What kind of technical assistance/capacity-building from UNECE do you think would be most effective for you?

Notes to the programme


Samples of products selected for consideration will be used to discuss the application of the standards. First, experts will present the standards and explain the main problems that they have with the exported and imported products. Participants will then be invited to examine the samples exhibited on the table, take notes and decide which quality category the fruit belongs to and why. After that there will be a general discussion of the defects and quality classification of the product.
