The development of youth with relevant technical and employability skills is considered to be important for youth to face realities of the dynamics of current and future labor markets, and to help them prepare in the transition from the training institutes to work. Student related factors, attributes of training institutes, on the job training, learning outcomes and current labor market condition have a significant contribution to the effectiveness of pre-employment training program. However, current economic circumstances seem to be the most important factors in determining the marketability of the trainees. Corresponding with this indication, a dispersion of the economic development to the underdevelopment areas and willingness of the trainee relocate to urban and high regional growth area will enhance the trainees’ marketability. Based on the results and discussion, continuous improvement of technical and employability skills will also enhance the effectiveness of the vocational pre-employment training program.
