FATHER, WE ASK THAT YOU GUIDE US, COMFORT US, AND KEEP US AS WE MAKE DECISIONS TO MAKE THIS COUNTY A BETTER PLACE FOR ALL OF US TO LIVE, WORK, AND PLAY.

THIS FIRST AWARD THIS MORNING IS A VERY SPECIAL ONE FOR THE MEMBERS OF THE BOARD OF COUNTY COMMISSIONERS AND ALL OF HILLSBOROUGH COUNTY.

IT IS MY PLEASURE TODAY TO PRESENT THE 2012 ELLSWORTH G. SIMMONS GOOD GOVERNMENT AWARD.

THE BOARD OF COUNTY COMMISSIONERS ESTABLISHED THIS ANNUAL AWARD IN 1996 TO HONOR INDIVIDUALS OR GROUPS WHO'VE PLAYED A SIGNIFICANT ROLE IN IMPROVING GOVERNMENT THROUGH LEADERSHIP AND VISION.

PAST WINNERS ARE FORMER STATE SENATOR MALCOLM BEARD; SAM M. GIBBONS, WHO SERVED AS A MEMBER OF THE UNITED STATES CONGRESS FOR 34 YEARS; FORMER CITY OF TAMPA MAYOR DICK GRECO; FORMER HILLSBOROUGH COUNTY SHERIFF CAL HENDERSON; HILLSBOROUGH COUNTY CLERK OF THE CIRCUIT COURT PAT FRANK;

H. LEE MOFFITT, FORMER STATE LEGISLATOR; AND JUDGE E.J. SALCINES.

LAST YEAR'S WINNER WAS DOTTIE BERGER MacKINNON, FORMER HILLSBOROUGH COUNTY COMMISSIONER.

THE ELLSWORTH G. SIMMONS GOOD GOVERNMENT AWARD IS NAMED IN HONOR OF A RESPECTED GOVERNMENT AND CIVIC LEADER WHO SERVED ON THE HILLSBOROUGH COUNTY SCHOOL BOARD FOR SEVEN YEARS AND FOR 21 YEARS ON THE BOARD OF COUNTY COMMISSIONERS.

HIS INVOLVEMENT IN SUCH INITIATIVES AS THE UNIVERSITY OF SOUTH FLORIDA, TAMPA INTERNATIONAL AIRPORT, AND UNIVERSITY COMMUNITY HOSPITAL HELPED TRANSFORM HILLSBOROUGH COUNTY FROM A RURAL COUNTY TO A MAJOR URBAN CENTER.

WE ARE VERY PLEASED TO HAVE MEMBERS OF THE SIMMONS FAMILY HERE WITH US THIS MORNING.

I'D LIKE TO INVITE GEORGE SIMMONS, THE LATE COMMISSIONER'S SON, TO PLEASE COME FORWARD.

WELCOME, AND THANK YOU FOR BEING HERE THIS MORNING.

>> I THINK I CAN SPEAK FOR MY -- I WANT TO THANK THE BOARD FOR ESTABLISHING THIS AWARD ORIGINALLY AND LETTING IT CONTINUE AS IT HAS, AND I -- I DON'T KNOW -- WE'LL NEVER RUN OUT OF RECIPIENTS, I CAN TELL YOU THAT, BECAUSE WE HAVE DOZENS EVERY -- EVERY TIME WE MEET, AND WE -- IT'S JUST A MATTER OF WHICH ONE GOES WHEN.

THAT'S -- THAT'S THE WAY IT'S BEEN, BUT AGAIN, THANK YOU FOR ALLOWING ME TO BE ON THAT BOARD.

>>KEN HAGAN: IN JUST 12 YEARS SINCE SHE WAS APPOINTED TO THE PRESIDENCY OF THE USF SYSTEM, JUDY GENSHAFT HAS BECOME A POWERFUL FORCE IN LEADING THE UNIVERSITY TO ITS STATUS AS THE 9th LARGEST PUBLIC UNIVERSITY -- PUBLIC RESEARCH UNIVERSITY IN THE NATION.

THE USF SYSTEM IS MADE UP OF FIVE CAMPUSES, SERVING MORE THAN 47,000 STUDENTS WITH MORE THAN 232 DEGREE PROGRAMS ON UNDERGRADUATE, MASTER'S, SPECIALIST, AND DOCTORAL LEVELS, INCLUDING DOCTOR OF MEDICINE.

USF PROVIDES MORE THAN 3.7 BILLION ECONOMIC IMPACT TO OUR ECONOMY AND IS ONE OF THE REGION'S TOP EMPLOYERS.

SHE IS CHAIR OF THE NCAA BOARD OF DIRECTORS AND SERVES ON THE EXECUTIVE COMMITTEE AND BOARD FOR THE BIG EAST ATHLETIC CONFERENCE AND ASSOCIATION OF PUBLIC LAND GRANT UNIVERSITIES.

GLOBALLY SHE HAS BEEN HONORED WITH THE GLOBAL LEADERSHIP AWARD BY THAILAND'S ROYALTY, THE CAPTAIN OF EDUCATION AWARD FROM HADASSAH COLLEGE IN JERUSALEM, AND IS THE FIRST WOMAN TO RECEIVE AN HONORARY DOCTORATE FROM YEUNGNAM UNIVERSITY IN SOUTH KOREA.

DR. GENSHAFT, YOU HAVE PROVIDED A TREMENDOUS AMOUNT OF LEADERSHIP TO OUR COMMUNITY, AND EVEN MORE SO, YOU'VE GREATLY GIVEN OF YOUR HEART, AS YOU AND YOUR HUSBAND CREATED AND PERSONALLY FUNDED THE GENSHAFT/GREENBAUM PASSPORT SCHOLARSHIPS TO HELP STUDENTS ADVANCE THEIR STUDIES ABROAD AND GAIN AN INTERNATIONAL PERSPECTIVE.

THEREFORE, I'M VERY PROUD TO PRESENT THIS AWARD TO YOU,

DR. GENSHAFT.

WE'RE SO GRATEFUL FOR YOUR DEDICATION TO OUR COMMUNITY.

THANK YOU, COMMITTEE, FOR SELECTING ME.

I CANNOT TELL YOU WHAT AN HONOR THIS IS, NOT ONLY TO BE RECEIVING AN AWARD WITH ELLSWORTH SIMMONS' NAME, WHO CREATED THE UNIVERSITY OF SOUTH FLORIDA, BUT ALSO WITH SAM GIBBONS, WITH PAT FRANK, WITH SO MANY ILLUSTRIOUS COMMUNITY MEMBERS.

THIS IS QUITE A SPECIAL PRIVILEGE FOR ME.

AS YOU KNOW, THE UNIVERSITY IS ONE THAT IS NEAR AND DEAR TO MY HEART.

I'M ACCUSED OF BLEEDING GREEN AND GOLD, AND I AM -- I'M HERE BECAUSE I LOVE THE COMMUNITY SO MUCH AND IT MEANS -- IT JUST -- IT IS OUR RESPONSIBILITY AT THE UNIVERSITY OF SOUTH FLORIDA TO MAKE A DIFFERENCE FOR THE WHOLE TAMPA BAY REGION, AND THAT'S WHAT WE'RE -- THAT'S WHAT WE'RE PRIVILEGED TO DO.

I KNOW THAT THE GROWTH OF THE UNIVERSITY AND NOW WE HAVE -- AS OF LAST WEEK WE RECEIVED NOTICE FROM THE NATIONAL SCIENCE FOUNDATION THAT WE ARE AMONG THE TOP 50 UNIVERSITIES IN THE COUNTRY, PUBLIC OR PRIVATE, FOR OUR RESEARCH AND ALL THAT WE DO OUT OF 4,000 UNIVERSITIES IN THE HIGHER EDUCATION.

[APPLAUSE]

SO WE -- WE HAVE MADE IT, AND OUR PARTNERSHIP WITH SUCH A GREAT COUNTY COMMISSION HAS BEEN INSTRUMENTAL IN OUR GROWTH.

WE WERE SO PLEASED TO HEAR THAT YESTERDAY WE RECEIVED 6.9 MILLION FROM THE STATE FOR OUR NEW HEART INSTITUTE, AND WE KNOW THROUGH THE GOOD GRACES OF THE COUNTY COMMISSION WE'LL BE ABLE TO EXTEND THAT AND MAKE THAT -- MAKE THIS SUCH AN IMPORTANT INITIATIVE SO WE CAN FURTHER EXTEND THE HEALTH PROVIDERS THAT WE HAVE RIGHT NOW WITH MOFFITT CANCER CENTER, THE BYRD ALZHEIMER'S CENTER, AND THE NEW HEART INSTITUTE.

WE WILL BE THE PLACE FOR THE WORLD TO COME TO IN THE FUTURE.

AND WE KNOW THAT OUR NEW CENTER FOR ADVANCED MEDICAL SIMULATION AND LEARNING THE CAMLS -- I THINK I SAID -- THE CAMLS CENTER IS MAKING A DIFFERENCE.

THAT'S WHAT WE'RE ALL ABOUT.

THAT'S WHAT WE WANT TO DO.

I CAN'T THANK YOU ENOUGH FOR SUCH A PRESTIGIOUS AWARD.

THIS WILL BE RIGHT IN THE FRONT OF MY DESK IN MY OFFICE.

IT REALLY -- IT REALLY IS AN HONOR FOR ME.

WE'RE -- YOU'RE JUST -- YOUR LEADERSHIP AND ENTHUSIASM FOR USF HAS REALLY SPREAD THROUGHOUT OUR COMMUNITY, AND IT WAS EVIDENCED IN THIS PAST SESSION, SO WE'RE VERY EXCITED.

I KNOW YOU WERE DEFENDING YOUR TURF AT USF, BUT I THINK YOU WERE ALSO SPEAKING LOUD AND CLEAR THAT WE NEED TO PUT FORWARD GOOD POLICY AND PUT THAT BEFORE BAD POLITICS, SO THANK YOU AGAIN FOR ALL THAT YOU DO.

I WALKED ON THAT CAMPUS AS A STUDENT 42 YEARS AGO.

WE HAD 8,000 STUDENTS.

AND 12 YEARS AGO THIS LADY CAME ON THIS CAMPUS AND LITERALLY TOOK THE BULL BY THE HORNS.

AND THE UNIVERSITY OF SOUTH FLORIDA HAS NOT BEEN THE SAME SINCE, AND SHE'S TOLD YOU TODAY WHERE WE ARE WHEN IT COMES TO RESEARCH, WHICH IS VITALLY IMPORTANT WHEN YOU START TALKING ABOUT UNIVERSITIES AND THE RESEARCH DOLLARS THAT ARE BROUGHT TO THIS UNIVERSITY AND HOW IT HAS EXPANDED IN THE TIME THAT SHE'S BEEN THERE IN THOSE 12 YEARS.

I'M PROUD OF THE UNIVERSITY OF SOUTH FLORIDA.

WE HAVE SOME ALUMNUS UP HERE.

I KNOW COMMISSIONER CRIST IS GOING TO TALK IN A FEW MINUTES, AND WE ALSO HAVE OUR DEPUTY COUNTY ADMINISTRATOR, MR. DON ODOM, IS A USF GRAD WHO ALSO SITS ON THE AFRICAN-AMERICAN ADVISORY COMMITTEE, APPOINTED BY --

BUT THE UNIVERSITY HAS COME SUCH A LONG, LONG WAY.

WE'VE DONE THIS SINCE 1956.

YOU LOOK AT OTHER UNIVERSITIES THAT HAVE DONE THE THINGS THAT THEY'VE DONE, THEY WERE FOUNDED IN THE 1840s, 1850s.

1956 THIS UNIVERSITY WAS FOUNDED, AND IN 12 YEARS LOOK AT WHERE WE ARE TODAY.

AND ONE OF THE THINGS I KNOW THE PRESIDENT WANTS TO DO IS TO GET US TO BE MEMBERS OF THE ASSOCIATION OF AMERICAN UNIVERSITIES.

WE'RE GOING TO GET THERE.

THAT'S A PRESTIGIOUS ORGANIZATION THAT WAS FOUNDED IN 1900, AND THE UNIVERSITY OF SOUTH FLORIDA WILL BECOME UNDER HER REALM, HER HELM, A MEMBER OF THAT AAU, AND I'M LOOKING FORWARD TO US GETTING THERE, AND THANK YOU, MADAM PRESIDENT, FOR WHAT YOU'VE DONE.

MADAM PRESIDENT, YOU'RE A LEADER, A LADY, AND WILL BE A LEGEND.

WHAT YOU'VE BROUGHT TO OUR UNIVERSITY IS TREMENDOUS GROWTH AND OPPORTUNITY BUT TREMENDOUS RESPECT.

THE CREDIBILITY OF THE UNIVERSITY OF SOUTH FLORIDA IS INTERNATIONALLY KNOWN THANKS TO YOUR LEADERSHIP AND YOUR LEADERSHIP TEAM, AND BEHIND EVERY GOOD LEADER THERE'S A FAMILY, A FAMILY THAT IS QUIETLY MAKING THE SACRIFICES SO THAT THEIR LOVED ONE CAN LEAD, AND STEVE, I SEE YOU BACK THERE.

IF YOU COULD JUST STAND AND BE RECOGNIZED.

YOU KNOW, YOU TOOK ON MANY CHALLENGES IN THE TENURE THAT YOU'VE HAD AT USF, AND NONE SO GREAT THAN THE LAST FIGHT THAT YOU LED ON BEHALF OF USF AND OUR COMMUNITY AS A WHOLE, AND YOUR CHAMPIONSHIP OF THAT FIGHT IS ONE THAT SHOULD NOT BE FORGOTTEN BECAUSE THERE ARE CHANCES THAT THERE MAY BE REPERCUSSIONS, AND OUR COMMUNITY NEEDS TO STAND STRONG TO ENSURE THAT THE UNIVERSITY AND YOU AND THOSE WHO FOUGHT ON BEHALF OF WHAT IS GOOD FOR THIS COMMUNITY ARE INSULATED, AND REST ASSURED THAT YOUR FRIENDS ARE HERE AND WE SUPPORT YOUR LEADERSHIP AND THE GOOD THINGS THAT YOU HAVE BROUGHT TO OUR COMMUNITY.
