Synopsis: Since gaining independence Kyrgyzstan’s foreign policy has put great emphasis on cooperation with Russia in several fields ranging from trade to military cooperation. The establishment of a strategic partnership between these two countries has demonstrated the important position of Russia in Kyrgyzstan's foreign policy.

 

His Excellency Ambassador Vlasov will speak about Kyrgyz-Russian relations with particular emphasis on three major areas of bilateral cooperation: economy, trade and security. Ambassador Vlasov will deliver this lecture under the SRC’s Ambassadorial Talk Project.

 

This lecture has been arranged by the Social Research Center of AUCA in cooperation with the Diplomatic Academy under the Kyrgyz Ministry of Foreign Affairs.

Краткое описание лекции

После обретения независимости Кыргызская Республика в своей внешней политике сделала особый акцент на сотрудничестве с Россией по широкому спектру вопросов – начиная от сотрудничества в сфере торговли и заканчивая вопросами безопасности. Установление стратегического партнерства между странами продемонстрировало важность позиции России во внешней политике Кыргызской Республики.

 

Лекция г-на Власова будет посвящена Кыргызско-Российским отношениям, при этом особое внимание будет уделено двустороннему сотрудничеству в трех больших областях – экономики, торговли и безопасности. Выступление Посла Российской Федерации пройдет в рамках проекта Центра социальных исследований «Беседы с послами»

 

Организатором лекции является Центр социальных исследований при АУЦА совместно с Дипломатической академией под управлением Министерства иностранных дел КР

Dear alumni,


IREX is organizing a Clean up Trip to the Ala-Archa Mountains on Sunday, May 6th. If you would like to join a fun group of young people and help protect the environment please write or call to Boris Pilipenko before 3 pm on Friday at bpilipenko@irex.kg or phone: (0312) 656-848. We plan to do a nice hike up the Ala-Archa Mountains, play games, share food and pick up trash on the way. Tools for cleaning will be provided.

SUMMER ACADEMY ON OSCE

Supported by the Republic of Austria and the OSCE


UNDER THE PATRONAGE OF THE OSCE


DESCRIPTION


The purpose of the “Summer Academy on OSCE” is to expand and deepen knowledge about the OSCE and to contribute to its various activities. The courses and special events are designed to provide diplomats who are going to work with OSCE delegations and institutions, and other individuals (scholars, NGO representatives, etc.) intending to work in the areas of fact-finding, human-rights, election monitoring, peaceful settlement of disputes, and other types of international diplomatic and civilian missions with the following:

  • thorough knowledge of the history, functioning, and current activities of the OSCE; and

  • training in working more effectively within the OSCE diplomatic and OSCE-NGO milieu.


Furthermore, the Summer Academy will provide opportunities to explore ways for the OSCE to enhance its existing, or to develop new capabilities in preventive diplomacy, peace-making, peace-keeping and peace-building.


The Academy will be officially independent of the OSCE, but OSCE institutions and diplomatic missions will actively participate on a voluntary basis in the Academy’s activities. OSCE participation will include providing guest speakers, participating in workshops and simulations as well as seconding the participants with an interest in working with the OSCE. Students will be instructed by leading scholars in OSCE studies, senior diplomats with experience in OSCE activities and OSCE inter-state diplomacy, international NGO trainers with long-term experience in the field, and international lawyers active in promoting OSCE-NGO co-operation, particularly in the areas of human rights and democratisation.


The student body will include diplomats, graduate students, NGO trainers and practitioners professionally active in NGOs that want to work more effectively with OSCE states, institutions, and other NGOs co-operating with the OSCE. Participants are expected to come from the OSCE participating States.

Workshops

  • Workshop 1: Communication and interaction in multinational teams

  • Workshop 2: Conflict Transformation

  • Workshop 3: Negotiations and Diplomacy

  • Workshop 4: Simulation exercise on a conflict in the OSCE area


CURRICULUM, METHODOLOGY, PRACTICE


The methodology that forms the school design is based on a mix of lectures, working groups, workshops and readings. Basic information about OSCE organisations and organisational structures will be made available or otherwise recommended in advance in order to help participants prepare for the lectures. Lectures will use primarily the case study approach and will especially focus on recent developments and activities of the OSCE and related governmental and non-governmental organisations. Working groups will give participants the opportunity to consolidate subjects dealt with in the lectures. Workshops will be held in order to enhance communication skills and intercultural understanding and to learn how to deal with one’s own role within a team and vis-à-vis conflicting parties. Participants will practice conflict analysis and resolution skills and gain experimental knowledge of different concepts through interactive exercises, such as role-plays and simulation exercises.


Evaluations are scheduled for the end of each week in order to facilitate integrating lectures, working-groups, workshops and readings into a coherent basis for discussing what has been learned. The programme will also include excursions (e.g. Vienna).

APPLICATION PROCEDURES


Applicants for admission must meet the following requirements:


  • Master’s degree or the equivalent in working experience;

  • working knowledge of English;

  • submission of the attached application form and the required accompanying materials as soon as possible, but no later than May 12 2007


Applicants for admission will be selected on a competitive basis by an admissions committee. Applicants will be informed of the decision of the admissions committee after May 12.
