1. Introduction

1.1 About the Textile, Clothing and Footwear Strategic Capability Program


In 2009, the Australian Government announced the Textile, Clothing and Footwear (TCF) innovation package of $401 million in support of Australian TCF businesses. This includes the TCF Strategic Capability Program (TCF SCP). This package was augmented in 2010 with the addition of $5 million allocated to the TCF SCP.

Funding of $35 million is available for grants over the five years of the program. Program funding commenced in 2010-11 and will end on 30 June 2015.

The TCF SCP is a competitive merit based program and offers large grants for projects that will improve the innovative capability of Australian TCF industries. The smallest grant available is $250,000. Subject to available funding there is no upper limit on grant size and large, innovative projects are encouraged. However, successful applicants are required to match Commonwealth project funding dollar for dollar (e.g. a $500,000 dollar project would consist of $250,000 in grant funding and $250,000 in funding provided by the applicant).

1.2 Objectives of the program


The program funds strategic projects that increase innovative capability across TCF industries. By supporting innovative capability, the program aims to assist the growth and development of a highly creative, sustainable and internationally competitive TCF sector.

TCF SCP projects are intended to deliver sustained, strategic benefits for TCF industries in Australia. To be eligible a project must be in the form of one or more of the activities listed in section 3.1 Eligible project activities of this Guide. These activities are:

Innovation, research and design;

  • Collaboration, networks and supply chain participation;

  • Accessing market opportunities;

  • New business models and strategic repositioning;

  • High-performance work and management systems;

  • Education and skills;

  • Environmentally sustainable and ethical practices.

1.3 Purpose of this Customer Information Guide


These guidelines are written to assist potential applicants to:

  • determine whether they are eligible to apply for a grant;

  • decide what type of project they will propose; and,

  • compile and submit a competitive application.



Where relevant this Guide cross references to the application form to help you complete the form persuasively (detailed guidance to assist you to respond to the questions in the application form is provided in Appendix A). Other parts of this Guide tell you about what happens once your application is complete and submitted. It also explains what responsibilities you have if you are offered and accept a grant. Finally, the Guide outlines what the responsibilities of the Commonwealth are and what support you can expect from AusIndustry.
