This Guidance sets out the initial expectations of the Tertiary Education Commission (TEC) for Institutes of Technology and Polytechnics (ITPs) submitting proposed Investment Plans (Plans) in 2012 seeking funding approval from 2013.
The Guidance should be considered alongside the Education (Proposed Investment Plans: Requirements, Content, Submission and Assessment) Notice 2013 at page 25, which gives our requirements for Plans as per the relevant provisions of the Education Act 1989. The Gazette notice sets out:
This Guidance expands on these requirements for the further information of tertiary education organisations (TEOs). Please read it alongside the Tertiary Education Strategy (TES) and other relevant information available on the TEC’s website. We provide hyperlinks in this document where appropriate.
We will release supplementary Guidance in 2012 as required to reflect new Government policies, including any Budget 2012 initiatives.

The duration of the TEC’s funding approval for Plans is effectively set by funding determinations released by the Minister for Tertiary Education, Skills and Employment under section 159L of the Education Act 1989.
In 2012, the TEC may approve funding for ITP Plans for up to two years. However, we expect ITPs’ Plans to reflect a three-year planning horizon (2013-2015), as in the Outcome Framework you have agreed with the TEC.
Section One of this document is the same in each of our subsector Plan Guidance documents. It explains what the TEC is looking for from the tertiary sector as a whole, and the shifts we therefore expect to see in TEOs’ new Plans.
Section Two gives more detail about our specific priorities for ITPs.
Section Three provides basic information about administrative processes. More detailed information is available on the TEC’s website.
Section Four sets out specific requirements for Crown entity tertiary education institutions.
